Why use a RICS property valuer or one registered with the Court of Appeal in Paris?

In a property market as technical and segmented as that of Paris, valuing a property, whether its market value or its rental value, requires a high level of competence, methodological rigour and compliance with professional standards. This is where valuers who are RICS members or registered on Court of Appeal lists come in: their status guarantees the independence, reliability and admissibility of the valuations they produce.

01Heightened requirements in the Paris context

The Paris market is characterised by marked structural complexity:

  • Heterogeneous values within the same neighbourhood, sometimes significant across just a few blocks, owing to micro-locations, differences in building standing, floor levels, views, standard of upkeep or legal regime (division into lots, joint ownership, split ownership).
  • A high proportion of mixed-use or specialised properties: investment buildings, ground-floor retail units, establishments open to the public, properties subject to regulatory controls, buildings used as hotels or for healthcare.
  • A direct influence of planning rules and heritage constraints, particularly in conservation areas or areas covered by a restrictive local zoning plan (PLU): these factors have a substantial impact on value by limiting the potential for change of use, occupation or development.

In such an environment, valuation cannot be confined to an indicative or automated approach. It must be based on an in-depth analysis of the legal, technical and planning documents, combined with detailed knowledge of the local market. Only a valuation that complies with the French Property Valuation Charter or the RICS Red Book standards can guarantee a value that is reliable, objectively supportable and enforceable in a litigation, tax or transactional context.

02The RICS valuer: compliance with international standards

The Royal Institution of Chartered Surveyors is an independent international body, recognised for its technical and ethical standards. A valuer who is a RICS member applies the Red Book standards, the international valuation standard; meets high requirements of transparency, traceability of assumptions and professional ethics; and produces reports that meet the expectations of financial, institutional and listed players.

03The valuer registered with a Court of Appeal: judicial recognition

A valuer registered on a Court of Appeal list acts at the request of the courts or in adversarial proceedings. This status involves an official, renewable appointment; compliance with a code of ethics, an obligation of continuing professional development and a commitment to neutrality; and the undisputed admissibility of their valuations before the courts or in notarial deeds.

This status is required in particular in the following contexts: an estate or gift involving a valuation for tax purposes; the winding-up of a matrimonial property regime or the division of jointly owned property; a judicial rent review or eviction compensation; insolvency proceedings or contractual disputes.
